    JOB DESCRIPTION

    MONITORING, EVALUATION, RESEARCH AND LEARNING(MERL) MANAGER

    Our client in the development and humanitarian organization is seeking to employ a Monitoring, Evaluation, Research, and Learning Manager (Full-time) who will be accountable for the monitoring, evaluation, studies, research, learning, and dissemination of the results specifically in a program area of interest in alignment with Country Strategy and program policies and standards including the program quality policy. This role is critical in ensuring those results are used to improve the quality of the projects and programs and are shared with the regional MERL network. 

     

    KEY RESPONSIBILITIES 

    • Responsible for leading key aspects of the Program Quality and Influencing Policy (PQIP) cycle: situation analysis implementation, development of MERL framework for the Country Strategy, baselines, and Country Strategy review
    • Responsible for in-country MERL capacity building plan and contributions to the regional MERL network;
    • Responsible for managing MERL-related relations and partnerships with other agencies and government institutions
    • Accountable for the quality of planning, monitoring, evaluation, and research of Plan in the country; 
    • Supports Country Strategy design and planning including reviews of the workforce planning 
    • Responsible for ensuring that all MERL activities are conducted in line with the business’ child protection and ethical principles, and for promoting accountability to beneficiaries.
    • Manager of MERL unit: line manages the Planning and Monitoring Coordinator, the Evaluation and Research Coordinator, the Programme Influencing and Impact Area (PIIA) based MERL Coordinator/PIIA M&E Coordinators (1 per PIIA) and the M&E/L Grants Coordinators/Specialist (depending on number of grants in the CO).

     

    JOB REQUIREMENTS

    • Good knowledge of monitoring, research, and evaluation using quantitative and qualitative principles
    • Good knowledge of data management software (SPSS, Epi Info, EXCEL, World, PowerPoint, Access, MAXQDA, CSPro, or similar).
    • Strong facilitation and coaching skills.
    • Promotes innovation and learning across the Country Office.
    • Demonstrates clear respect to all especially children and women without discrimination.
    • Promotes a strong learning culture in the organization.
    • Strong ability to actively listen and comprehend information.
    • Willing to make concerted efforts to adapt to changing circumstances.

    QUALIFICATION

    • A master’s degree in Planning, Monitoring & Evaluation, Development Studies, Social Sciences, or another relevant field or equivalent.
    • At least 8 years of progressive experience in program design, monitoring, evaluation, learning, and research positions in international development, preferably in education, health, child protection, household economic security, DRM, gender and inclusion, etc.
    • At least 5 years of working with INGOs.
