CONTRACTS & PROCUREMENT MANAGER

    Job Summary

    Contracts and Procurement work in support of Project Operating Office. Process Purchase Requisitions assigned by Asset Manager and review for compliance with C&P Policies and Procedures. Determine best methodology for acquisition of the goods/services aligned with C&P policy. Prepare Tender/RFQ invitations, seek appropriate approvals as per policy, and conduct Competitive/Tendering process. Receive, review, discuss, negotiate, and process contract prices, terms, conditions, and changes requested by contractors. Review contracts proposed by contractors and vendors. Preparation of reports to partner on concluded Contracts for the needs of Asset (single-source purchases). Holding expert review of the Joint Operations Agreements and Tender documentation, preparing recommendations on procurement methods in order to optimize vendor selection and compliance with Petroleum Agreement (PA) and Local Content requirements. Maintain full understanding of Ghanaian Government’s requirements with regards to Procurement Policies & Procedures, as well as requirements for the Local Content regulations.     Qualification Requirements

    • Higher education
    • At least 10 years of relevant professional experience procuring oilfield and refinery equipment and services; of which at least 5 years of experience working for onshore Exploration, Development and Production Projects and at least 5 years of experience working for offshore Exploration, Development and Production Projects
    • Knowledge of developing, organizing and executing tenders
    • Strong contract language writing and comprehension skills including the ability to communicate thoughts in a clear, concise and coherent manner.
    • Knowledge of goods, services and works contracts.
    • Capable of developing and presenting sound business cases to C&P and Business Unit Leadership in support of planned strategies.
    • Knowledge of drilling and production operations.
    • Working knowledge of business and contract law.
